My understanding from speaking with doctors who have practiced in Venezuela is that their medical system is an absolute disaster.

Nah, you're not entirely wrong. I think it's more the case that places like Cuba and Venezuela provide medical care to their entire populations and don't send people into bankruptcy every time they get a sniffle (that's the good part that the NYTimes may have been speaking of), but the care itself tends to be pretty crappy (in Venezuela at least, I can't speak to Cuba but I have to imagine it's largely the same considering how little they pay their doctors compared to to the rest of the world).
